I would consder that assault more than just being rude.
What if there were ice chunks or rocks in the puddle, or the person got splashed in winter time and froze to death? would it still just be rudeness?

I was thinking the same thing. It was premeditated, with the potential to cause harm.

Reminds me of a time I was in high school. I was at my parents shop with a 1 square block parking lot fenced in with barbwire all of the way around it and a hood ass apartment complex behind. I got out of school and was headed there to work the rest of the afternoon and did a donut in the back of the parking lot. As I get out of my car and am putting on my work boots, a cop comes flying in and tried telling me that he could put me in jail for attempt to harm an officer or some shit because I could have thrown a few rocks 50 yards and killed him. That is about the time my dad walked out and told the cop to leave.

If rudeness were a crime in the UK that whole entire nation would be under lock and key.

Never in my life have I come across so many rude people.
