According to the author, China first sent only a second tier representative to the talks to which other countries sent thier heads of state (and would often cause big delays because he would have to make phone calls to his superiors). It then proceeded to destroy any results by using its so called proxy or puppet states like Sudan to derail the open-session talks, and directly wreck the closed-session talks or whittle down the language of restrictions it didn't like until the "regulation" was worthless. The author assumes China did this to protect its growing coal industry, which is the basis of its growing power and dominance on the world stage.
