'Too fast for conditions' or 'Unsafe movement' or 'Careless and Wreckless' but don't see how it could be for "Speeding" if you didn't go over the speed limit.

If he would have seen that, you might have gotten a reckless riding charge. As for the speeding, I agree that it is subjective.
