It's simple, really. The primary arm designates the hour (straight up is 12, straight down is 6). The secondary arm designates the minutes (horizontal to right is 15 after, horizontal to left is 15 till), the tertiary arm designates the seconds (self explanatory).

It makes sense if you watch the movement, but it definitely one-ups Movado in terms of difficulty to read at a glance.
