See, I don't think they cater to anyone. They build and put stores where ever they can for the most part. They go a lot of places Target would never dream of putting a store. Target is a company that tries to cater to it's niche. Walmart doesn't give a shit who shops in their stores.

For what it's worth....
Here are some pics I took inside the best Walmart I've ever been in.......It was some kind of "test" store they built a few years ago......I was told they only built 5-10 as nice as this one. This one was in a pretty rich suburb of Dallas (either Plano or Frisco, can't remember) THESE are the kind of wide-open aisles & sweet signage that EVERY Walmart should have.....
