I am guessing the studio that owns it. It is operational. It was an unofficial pace car for that race. They probably didn't let them do it for liability reasons.

3rd parties build them just like any custom car place. I saw the site where they built the motorcycle for The Priest.

It was on display at the Children's Museum in Indianapolis for quite awhile, although I'm not sure if it was a replica or the real thing. It would be nice to see the real one with the doors opened up, though.
