The article, of course, is not detailed enough to make the determination. But the trooper presumably wasn't there, either. I would think the man's stay in the hospital would amount to time served for a jaywalking sentence. It seems like anyone who put any sort of critical thought into the matter would decide that, coupled with life threatening injuries, would be punishment enough.

Somebody at the Colorado State Patrol could have decided not to be a douche.
Or if bus passengers in Colorado are anything like bus passengers in Toronto, they stepped out from behind the blind side of the bus and into an active traffic lane.
