End of story. It was a stupid law that really means nothing. If anything, it allows people with aftermarket pipes to run the shit loud. "Hey, officer, here's the stamp showing that it's DOT noise compliant. I don't know why it's loud." How many cops would know about dB-killer inserts? Right now cops can bust you with fix-it tickets for just having non-factory pipes.
