I don't know if all Hurricanes use the same type of carbs (mine doesn't use a fuel pump), but mine has a fine-mesh screen on the intake side of each float needle jet. That's Honda's idea of a fuel filter.

You have to unscrew the whole jet to get to it. You won't see it if you just take the needle out of it. The screens could be clogged, missing, or have holes. And Gasman is right about the float level. CBR's run great with the right fuel level and
carb balance. In my view, the Haynes manual is better than the Honda factory manual.
