Depends on the roll holder. Some of them work better using the under method.

Has to be under. Not because I prefer it but it keeps the cats from unrolling it completely on the floor and shredding it.

I used to hear Max and domino go in there and spin the roll for hours on end and it always stays nice and neat cause I go under
