Do I Hotlink a website?

I cant remember for the life of me how to link a website by using a description for the site...instead of linking the actual website...

Maybe its not Hotlinking..Ah fack, I dunno...I'm trying to do something like this..

^ take that Link have a saying but still be able to click on it and take me to it.

I used to do it all the time but i cant fucking remember now

Or you could learn to use tags for UBB and HTML, then you wouldn't have to worry about it.
